Section 5.0 Universal Waste Inventory <br /> South Everett CADMAN Plant 16300 Glenwood Ave. I Everett, WA 98203 <br /> Universal Waste Rules <br /> The Universal Waste Rule(UWR)establishes alternative, streamlined waste management standards in place of most of <br /> the Dangerous Waste Regulations, Chapter 173-303 WAC, except for, WAC 173-303-050, 173-303-145 and 173-303- <br /> 960. <br /> The following lamp types may be characterized as universal waste: fluorescent tubes, high intensity discharge (HID) <br /> lamps(mercury vapor,metal halide, high pressure sodium)and compact fluorescent. <br /> The following Universal Waste was identified in the Batch Tower: <br /> • Approximately 200 Light Ballast <br /> • Approximately 400 four-foot fluorescent tubes <br /> • Approximately 2 Mercury Thermostats <br /> • Approximately 4 HID Lights <br /> The universal waste must be removed and properly disposed of or recycled prior to building demolition. <br /> Disposal of individual lamps is not regulated, However, disposal of large quantities of lamps is subject to dangerous <br /> waste regulations (WAC 173-303) and the waste stream must be subjected to TCLP (Toxicity Characteristic Leaching <br /> Procedure)analysis to determine the amount of mercury that could leach out of the waste.The TCLP limit for mercury is <br /> 0.2 mg/L. <br /> PCBs belong to a broad family of organic chemicals known as chlorinated hydrocarbons. PCBs are produced by the <br /> combination of one or more chlorine atoms and a biphenyl molecule. PCBs range in consistency from heavy oily liquids <br /> to waxy solids.
