-h- l:. <br /> ORDINANCE NO. <br /> AN ORDINANCE ESTABLISHING IN 1'ERIM REGULATIONS FOR FLOOD DAMAGE <br /> PREVENTION,REPEALING SECTION 3 OF ORDINANCE NO. 1847-92, AS AMENDED <br /> (EMC 19.04.030); REPEALING SECTION 30 OF ORDINANCE NO. 1671-89,AS <br /> AMENDED (EMC CHAPTER 19.30); AMENDING RELATED SECTIONS OF ORDINANCE <br /> NO. 1671-89,AS AMENDED; DECLARING A PUBLIC EMERGENCY TO EXIST,AND <br /> ESTABLISHING AN EXPIRATION DAlE CONSISTENT WITH RCW 36.70A.390. <br /> WHEREAS, the City Council finds the following: <br /> 1. The City of Everett has several areas within the City that are subject to periodic flooding <br /> or have the potential to experience damages from flood waters during storm events. <br /> 2. The City of Everett participates in the National Flood Insurance Program (NFIP) so <br /> properties in Everett remain eligible for flood insurance. <br /> 3. The Federal Emergency Management Agency(FEMA)periodically updates Flood <br /> Insurance Study for Snohomish County,to provide more accurate information <br /> concerning flood risks and impact, including properties located in Everett. <br /> 4. FEMA has established a deadline of June 19,2020, for local jurisdictions to adopt <br /> revised flood damage prevention regulations to minimize the potential for damages from <br /> flood events. <br /> 5. The City's current flood hazard regulations were last updated in 2005. <br /> 6. FEMA has adopted new Flood Insurance Rate Maps that change the areas in Everett that <br /> are expected to be vulnerable to damages from flood events. <br /> 7. A new set of Flood Damage Prevention regulations have been proposed by FEMA for <br /> local jurisdictions to use to implement the requirements of the NFIP. <br /> 8. Due to the COVID-19 pandemic and the Governor's Stay at Home, Stay Healthy orders, <br /> the City will not be able to follow its noiuial process to hold Planning Commission <br /> meetings, or take public comments at public hearings for amendments to the Zoning <br /> Code prior to the FEMA-required date for local jurisdictions to have adopted and <br /> effective new Flood Damage Prevention regulations. <br /> 1 <br /> 107 <br />
