It is intended to give police another <br />tool in their efforts to prevent the re-establishment of the de facto encampment that was recently disbanded <br />under the Smith Avenue overpass and to regulate similar behavior in the surrounding neighborhood. The <br />ordinance also prohibits the unauthorized distribution of goods, products, or supplies in that same area <br />without a street use penuit. Distribution of food, coffee, clothing, and other goods and supplies in the Smith <br />Avenue area, while well intentioned, has had unintended negative consequences for the neighborhood, <br />negatively impacted businesses in the area, and interfered with the ability of the Everett Gospel Mission to <br />provide important community services. <br />RECOMIIIENDATION (Exact action requested of Council): <br />Adopt the Ordinance Regulating Rights of Way, Prohibiting Certain Conduct within Public Rights of Way, <br />including Sitting, Lying, Pedestrian Interference, and Distributing Goods, Products or Supplies without a <br />Street Use Permit, Adding Three New Chapters to Title 13 of the Everett Municipal Code. <br />9 <br />
