Stormwater Pollution Prevention Plan 1.0 Introduction This Stormwater Pollution Prevention Plan (SWPPP) has been prepared in accordance with the National Pollutant Discharge Elimination System (NPDES) stormwater permit requirements for the proposed site grading for Delta Tidelands, LLC. The project is a portion of the Everett Riverfront Redevelopment. It is located north of 36th St. and east of Interstate 5, Everett, Washington 98201 within a portion of Section 29, Township 29 North, Range 5 East, WM. The project site is currently zoned as W-C (Waterfront Commercial) and is comprised of the following tax parcels: 00576000200000, 00576000200001, and 29052900102300. The site is bounded on the south by 36th Street, on the west by parcel 29052900401000,the north by the Burlington Northern Santa Fe Railroad, and to the east by parcels 29052900103200 and 00576000200002.The abutting properties are undeveloped. Delta Tidelands is proposing to grade and place fill material within the three parcels.The total area of the site is 3.9 acres. Approximately 2.5 acres will be affected by the fill and grading activity. Construction activities will include grading and placing fill on the site. The fill material will be brought in from off-site. The purpose of this SWPPP is to describe the proposed construction activities and all temporary and permanent erosion and sediment control (TESC) measures, pollution prevention measures, inspection/monitoring activities, and recordkeeping that will be implemented during the proposed construction projects. The objectives of the SWPPP are to: 1. Implement Best Management Practices (BMPs)to prevent erosion and sedimentation, and to identify, reduce, eliminate or prevent stormwater contamination and water pollution from construction activity. 2. Prevent violations of surface water quality, ground water quality, or sediment management standards. 3. Prevent, during the construction phase, adverse water quality impacts including impacts on beneficial uses of the receiving water by controlling peak flow rates and volumes of stormwater runoff at the Permittee's outfalls and downstream of the outfalls. This SWPPP was prepared using the Ecology SWPPP Template downloaded from the Ecology website. It is based on the requirements set forth in the Construction Stormwater General Permit and the Stormwater Management Manual for Western Washington(SWMMWW 2012). The report is divided into seven main sections with several appendices that include stormwater related reference materials.
