At the Permittee's discretion, compliance with the limit shall be assessed at one of <br /> the following locations: <br /> a. Directly in the 303(d)-listed waterbody segment, inside the immediate area of <br /> influence of the discharge;or <br /> b. Alternatively,the Permittee may measure pH at the point where the discharge <br /> leaves the construction site,rather than in the receiving water. <br /> 3. Discharges that exceed the numeric effluent limit for pH(outside the range of 6.5— <br /> 8.5 su) constitute a violation of this permit. <br /> 4. Permittees whose discharges exceed the numeric effluent limit shall sample <br /> discharges daily until the violation is corrected and comply with the non- <br /> compliance notification requirements in Special Condition S5.F. <br /> E. Sampling and Limits for Sites Discharging to Waters Covered by a TMDL or Another <br /> Pollution Control Plan <br /> 1. Discharges to a waterbody that is subject to a Total Maximum Daily Load <br /> (TMDL) for turbidity, fine sediment,high pH, or phosphorus must be consistent <br /> with the TMDL. Refer to http://www.ecy.wa.gov/programs/wq/tmdl/ <br /> TMDLsbyWria/TMDLbyWria.html for more information on TMDLs. <br /> a. Where an applicable TMDL sets specific waste load allocations or requirements <br /> for discharges covered by this permit, discharges must be consistent with any <br /> specific waste load allocations or requirements established by the applicable <br /> TMDL. <br /> i. The Permittee must sample discharges weekly or as otherwise specified <br /> by the TMDL to evaluate compliance with the specific waste load <br /> allocations or requirements. <br /> ii. Analytical methods used to meet the monitoring requirements must <br /> conform to the latest revision of the Guidelines Establishing Test <br /> Procedures for the Analysis of Pollutants contained in 40 CFR Part 136. <br /> Turbidity and pH methods need not be accredited or registered unless <br /> conducted at a laboratory which must otherwise be accredited or <br /> registered. <br /> b. Where an applicable TMDL has established a general waste load allocation for <br /> construction stormwater discharges,but has not identified specific requirements, <br /> Construction Stormwater General Permit ' <br /> Page 26 <br />
