d. Povide garage parking for three(3)DEA staff members plus any personnel <br /> directly engaged in operating the garage —locations provided at the City's <br /> discretion. <br /> e. Provide use of the Everpark Garage office space for DEA operations staffing. <br /> f.Provide a Flammable Cabinet as City property to remain with the garage. <br /> g. Manage and fund any major capital improvements(such as painting, car deck <br /> resurfacing and light re-lamping and major emergency repairs). <br /> h. Retain the right to amend or modify financial control procedures as needed. <br /> i.Provide all maintenance and improvements such as: <br /> 1. Re-lamp and replace broken glass; <br /> 2. Paint signs and restrooms as and when the City believes necessary; <br /> 3. Maintenance and repair of the Garage structure,elevator system, <br /> mechanical security doors, lighting,and support utilities. City owned <br /> equipment will be the responsibility of the City's Facilities Department. <br /> j.Maintain the right during the term of the Agreement to modify the Garage on a <br /> temporary or permanent basis for any reason including, but not limited to the <br /> following: <br /> 1. To repair one or more sections of the Garage; <br /> 2. To revise the available supply of spaces by redesign, restriping,or <br /> otherwise; <br /> 3. To revise the available supply of spaces for any purpose; and <br /> 4. To make any necessary physical changes to the Garage. <br /> The City retains its right to directly enter into agreements with third parties for the use of <br /> parking spaces in the Garage;provided however City will consult with the Supplier prior <br /> to entering into any third-party agreement. "Consult"means to confer and does not <br /> obligate the City to seek or obtain the Supplier's approval or concurrence prior to the <br /> City's entering into any third-party agreement. <br /> 12. PARKING ACCESS AND REVENUE CONTROL SYSTEM <br /> City of Everett plans to implement an automated parking garage access and revenue <br /> system(PARCS). Once implemented,the Supplier will coordinate the maintenance and <br /> repair of equipment with City staff. The management of the daily operation of the <br /> automated system will be the responsibility of the Supplier. <br /> If the City automates, the City and Supplier will agree on the date that the automated <br /> system is fully operational without additional staffing support. The agreed upon date of <br /> the fully functional system will be the date that the reduced Management Fee begins per <br /> Section 4B. <br /> 13. SIGNAGE <br /> The supplier will clean, maintain,and repair all signs at the Garage, including parking <br /> rate signs,directional,wayfinding,and any other signage related to parking functions. <br /> The supplier may recommend additional signage from time to time. Any additional signs <br /> will be requested through the City's representative and will be procured by the City. <br /> Installation of signs on any wall areas must be approved in writing by the City <br /> Page 15 <br /> PARKING MANAGEMENT SERVICES AGREEMENT <br />
