EVERETT <br /> WASHINGTON <br /> ORDER: UTILITY LATE FEES AND SHUTOFFS <br /> WHEREAS, <br /> A. In my capacity as Mayor, I proclaimed that a civil emergency exists regarding COVID-19 in the <br /> City of Everett in the Mayoral Proclamation of Civil Emergency dated March 4, 2020. <br /> B. On March 25, 2020,the Everett City Council adopted Ordinance 3741-20 regarding COVID-19, <br /> which gave me authority to order the City to waive or defer utility late fees and to order the City <br /> to not shutoff any utility service to any customer for reason of non-payment for utility charges. <br /> I,CASSIE FRANKLIN, MAYOR OF THE CITY OF EVERETT,ACTING UNDER THE AUTHORITY OF <br /> ORDINANCE 3741-20 DATED MARCH 25, 2020, HEREBY ORDER: <br /> 1. Late Fees. <br /> a. Effective immediately,the City will allow customers to defer payment of utility late fees <br /> or late charges that accrued prior to March 4, 2020. This deferment will stay in place <br /> until I order otherwise. <br /> b. Effective immediately,the following late fees are permanently waived and will never be <br /> collected by the City: All late fees accruing between (1) March 4, 2020 and (2)the date <br /> that I determine to be the end of the waiver period, which I will determine by future <br /> order. <br /> c. Except for late fees and charges as stated above, all other applicable utility fees and <br /> charges shall be fully payable by the customer. <br /> 2. Utility Shutoffs. Effective immediately, the City will not shutoff any utility service to any <br /> customer for reason of non-payment for utility charges. This order will stay in place until I order <br /> otherwise. This does not affect utility shutoffs for reasons other than non-payment of utility <br /> charges, such as shutoffs for illegal turn-on,tampering, maintenance or other reasons not <br /> related to non-payment. <br />
