Under the <br /> provisions of the loan, the Museum will display and maintain the Bookmobile for <br /> the Everett community. <br /> H. Chapter 3.88 of the Everett Municipal Code (EMC) establishes a procedure and <br /> methods for surplus or disposition of City-owned personal property. Because the <br /> Bookmobile was donated to the City, it is not completely clear that Chapter 3.88 <br /> EMC directly applies. However, the City will nevertheless apply Chapter 3.88 EMC <br /> as a vehicle for approving the loan agreement. <br /> I. Based on the guidelines set forth in EMC 3.88.020, loan of the Bookmobile to the <br /> Museum is the disposition method that best meets the City's interests and follows <br /> the intent of the Bookmobile donors and volunteers, all of which is in accordance <br /> with the general welfare of the citizens of the City. <br /> J. The City's purchasing manager has reported the basis for the estimated value of the <br /> Bookmobile and has recommended to surplus the Bookmobile by long-term loan to <br /> the Museum. <br /> NOW,THEREFORE, BE IT RESOLVED THAT: <br /> 1.
