3 <br /> ORDINANCE NO. <br /> An Ordinance Approving a New Location for Trinity Lutheran College <br /> Student Housing at 2610 Rockefeller Avenue, <br /> Repealing Ordinance No's.3380-14 and 3440-14. <br /> WHEREAS,the City Council finds the following: <br /> 1. The City adopted Ordinance No. 3380-14 establishing a pilot project to allow _ -- <br /> approximately 100 rooms for student hnousinig for Trinity Lutheran College in the B-3 <br /> zone,with the required off-street parking located off-site in the Trinity parking garage; <br /> 2. The site of the proposed student housing was the southwest corner of California Street <br /> and Oakes Avenue; <br /> 3. Ordinance No. 3380-14 was amended by Ordinance No. 3440-14 to accommodate <br /> financing requirements for outside investors in the project as proposed at California and <br /> Oakes; <br /> - 4:- The real estate transaction to acquire the previously approved site for student housing <br /> was unsuccessful,causing Trinity to consider a different location; . . <br /> 5. Trinity has entered into a purchase and sale agreement for property located in the 2600 <br /> block of Rockefeller Avenue, approximately one and one-half blocks north of the parking <br /> garage, and proposes to build approximately 58 rooms of student housing,with the <br /> required off-street parking of one parking space per student room to be located in the <br /> Trinity parking garage;Trinity has proposed a Parking Management Plan describing how <br /> parking for students residing in the building proposed in the new location will be <br /> managed to ensure utilization of the parking in the Trinity garage and to minimize <br /> parking impacts in proximity to the new location; <br /> 6. Trinity has committed to making improvements to the pedestrian facilities along the <br /> walking routes between the proposed student housing and the parking garage and the <br /> college campus building; <br /> 7. The Traffic Engineering Division and the Planning Department have reviewed the <br /> proposed Parking Management Plan and have agreed with the improvements and <br /> management strategies proposed; <br /> 8. The Planning Commission has reviewed the proposed revision to the location of student <br /> housing, and has recommended approval of the new location, subject to ensuring the <br /> provision of disabled parking access at the new building site; and <br /> 9. The purpose of this Ordinance is to consolidate the provisions and conditions of <br /> Ordinance No's 3380-14 and 3440-14 with the updated project in this Ordinance. <br /> 1 <br /> 15 <br />
