City of Everett <br /> REQUEST FOR QUALIFICATIONS <br /> RFQ No. 2015-037 <br /> Police Department Efficiency Assessment <br /> INTRODUCTION <br /> Sealed Statements of Qualifications will be received by the City of Everett, City Clerk, 1st Floor, 2930 Wetmore <br /> Avenue, Everett,Washington 98201 until 2:00 p.m. on Tuesday,xxxx xx, 2015 for a Consultant to prepare an <br /> Operational Efficiency Assessment of the Everett Police Department. <br /> OBJECTIVE <br /> The City of Everett is seeking a qualified consultant to assess the costs and the operational model of the Everett <br /> Police Department(EPD). This assessment may include one or all of the following three phases (full detail <br /> provided later): <br /> Phase I:A baseline management and operations analysis, and an opportunity assessment of short-term <br /> and long-term efficiency opportunities, <br /> Phase II: An in-depth evaluation of short-term efficiency opportunities, and, <br /> Phase III:An in-depth evaluation of the Police Department's management and operations and long-term <br /> operational efficiency opportunities. <br /> The City would like the selected consultant to perform a comprehensive review of all aspects of Everett Police <br /> Department operations, including its management structure, as well as short-term and long-term opportunities to <br /> make adjustments to how these services are provided in order to improve operational efficiencies and <br /> effectiveness and budgetary savings.The recommendations generated by this work should be ones that the <br /> City's decision makers could consider implementing in order to help partially address the City's on-going budget <br /> challenges. The City has made budget reductions to General Government-supported services (the primary <br /> funding source for the Police Department)for several consecutive years.The Police Department has only seen <br /> minimal M&O increases for very specific projects over the past 5 years and due to attrition, has operated with <br /> approximately 15 police officer vacancies and 2-3 civilian vacancies over the same period, Reflecting the <br /> importance of preserving the City's public safety functions, the Police Department has avoided significant <br /> reductions. The City's current financial position will require additional budget reductions and the City's ability to <br /> avoid reductions to the Police Department budget becomes more challenging. The City is looking for <br /> recommendations that would allow the City to continue to provide high-quality law enforcement response, <br /> investigations and prevention services at lower financial expense. <br /> OVERVIEW <br /> The City of Everett, a municipal corporation, provides an array of services to the residents, businesses and <br /> visitors of Everett. Everett has a Mayor-Council form of government, whereby the Mayor is responsible for all <br /> executive functions and manages the day-to-day operations of most City departments, including the Police <br /> Department. The City Council oversees the City's legislative processes, establishes City policy and adopts the <br /> City's annual budget.The City of Everett's General Government budget for 2015 is approximately$123 million, <br /> which includes more than $32 million dedicated to the Police Department.The City's General Government <br /> shortfall for 2016 is currently estimated at$5.8 million, which highlights the importance of and continuing need to <br /> identify realistic and implementable options for efficiencies and budget savings at the Police Department, and <br /> elsewhere in the City. <br /> The Everett Police Department, founded in 1896, provides emergency law enforcement response, investigation <br /> and prevention services to Everett's 103,300 residents and its daily population of approximately 148,105, spread <br /> out across a dense urban environment of 33 square miles, along with 15 square miles of harbor, bay, and lake <br /> water area.
