— <br /> • <br /> Cynthia Keirsey <br /> From: Ted Budden - <br /> Sent: Tuesday,May 03, 2016 5:45 PM <br /> To: Cynthia Keirsey <br /> Subject RE:Confirmation of Inspection for 6524 Tyee Road, Monday, May 2nd at 11:00 <br /> Cindy, <br /> Here is a summary of my observations and conclusions based on our joint inspection of the building located at 6524 <br /> Tyee Road on Monday 5/2/2016 <br /> 1.Three separate apartments.have been created sometime in the past within this single family house without record of <br /> required permits and approvals. Records indicate that the building is approved for single family use only. <br /> 2.Apartment#1 is a two story configuration with 4 upstairs bedrooms.Entry to this apartment is located on the front <br /> street side of the structure. A stairway serving these bedrooms is exceptionally steep and has low headroom. A guard <br /> railing was observed to be missing on the open side of this stairway. <br /> 3.Required Smoke alarms are missing in the bedrooms. <br /> 4.Apartment#2 is a one bedroom unit that appears to be located in what was originally an attached garage. This <br /> apartment is a single story unit located at the ground level.The entry is on the front street side of the structure. <br /> 5.Apartment#2 does not have a bedroom that meets the minimum size requirement for a sleeping room as required by <br /> the IPMC. <br /> 6.Apartment#2 has an electrical service panel located above the kitchen cook stove.This location is a violation of the <br /> National Electrical code and the IPMC. <br /> 7.Smoke alarms are not installed in apartment#2. <br /> 8.Apartment#3 a single bedroom unit is located on the second floor of the structure.Entry to this unit is located on the <br /> back of the house.An exterior deck and stairway serve this apartment. <br /> The stairway was observed to lack a code required hand railing. <br /> It was also observed that a stair stringer serving this unit has a structurally weak connection that could fail under load <br /> where it joins the frame of the deck structure. <br /> 9.A smoke alarm is not provided in the sleeping room for this unit. <br /> 10.A laundry room provided for the tenants of the building is located on the rear portion of the structure.This laundry <br /> room lacks fire resistive separation from the rest of the building as required by code.The laundry is awkwardly arraigned <br /> because the appliances are installed in a tandem fashion making using them difficult.Time dated wires were observed in <br /> this laundry room with the date of February 2002. <br /> The alterations to this structure have been made without required permits and approvals.The creation of the three <br /> separate apartments has occurred without required approvals. Numerous violations of adopted codes were observed <br /> during our visit. <br /> This structure is an Unlawful Structure as defined by code. <br /> I support and encourage enforcement action to abate these violations and pursue compliance. <br /> Thank you for the opportunity to provide assistance in this matter. <br /> Regards <br /> Ted Budden <br /> Chief Inspector <br /> Everett Building Department <br /> 425.257 7271 <br /> 0-;') <br />
