The plastic pipe is <br /> attached to the east side of the bridge,exposed to the elements for 30 years. PVC pipe is not designed for <br /> exposure to sunlight and the elements. It is showing signs of decomposition. <br /> The replacement pipe will be 2 inch diameter High-Density Polyethylene(HDPE)pipe installed inside an 8 <br /> inch steel pipe.connected to the bridge piers. The steel pipe will protect the HDPE pipe from the elements <br /> resulting in a service life of greater than 75 years. The City currently has a license with BNSF that allows <br /> for repairs and relocation of this existing water line. BNSF is in agreement with our concept and will have to <br /> approve the final design. <br /> City staff will be designing this project in-house this year,however,will need structural engineering design <br /> assistance in order to prepare contract plans and specifications for bidding in the spring of 2016. <br /> Brown and Caldwell is on the City's 2014-2016 Utilities Consulting Engineering Roster and has done work <br /> with the City in the past. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Authorize the Mayor to sign a Professional Services Agreement with Brown and Caldwell to provide <br /> engineering design services for Water Main Replacement"Q-Phase 2" in the amount of$9,960.00. <br /> 125 <br />
