The Planning Commission agreed to initiate the process and held a public workshop on March 10,2015 and a public hearing on April 21,2015 to consider the proposed amendment. The Planning Commission has recommended that the City Council approve the proposed amendment to the Zoning Code. The property where WSDOT would like to locate the facility is adjacent to the Eastmont Park-and-Ride lot (see attached vicinity map). If the code amendment is approved,WSDOT would have to apply for a Special Property Use permit in order to establish the use. This review process requires notification of property owners within 500 feet of the site, a public hearing before the Hearing Examiner,and evaluation under a list of criteria for special property uses as stated in Section 41.150.0 of the Zoning Code. The Hearing Examiner usually imposes a number of development conditions through this process to mitigate potential impacts (e.g., noise,light and glare,screening;aesthetics,etc.)and promote compatibility with surrounding land uses. RECOMMENDATION(Exact action requested of Council): Adopt Ordinance amending the Zoning Code to allow storage and maintenance facilities for public transportation agencies as a Special Property Use in the B-2(Community Business)zone,amending Section 4 of Ordinance No. 1671-89 and Section 36 of Ordinance No. 2397-99,as amended(EMC Title 19, Zoning). 1
