• 12
EXHIBIT I
SCOPE OF WORK
Residential Outreach
Implement educational strategies and promotional incentives through a new program,
Everett in Motion, in order to reduce the number of single occupant vehicle trips
within, and to and from the city of Everett. The program complements the efforts of
the Commute Trip Reduction(CTR)program, which is designed to guide major
employers in the jurisdiction in complying with the state CTR Law and the CTR City
Ordinance, and plans on extending outreach efforts to smaller employers and the
community as a whole,in order to reduce not only commute trips to and from work,
but also all trips within the city. The program gives the City a strategy that will help
achieve its long-term Transportation Demand Management(TDM)goals and multi-
modal split targets, reducing congestion and managing road capacity, while
promoting health and reducing pollution.
To increase the number of non-drive alone trips (NDAT),Everett Transit will
implement a community-based social marketing program to promote alternative
Concept modes of travel for people who live and/or work within Everett city limits. We will
engage the community through a combination of outreach methods, including, but
not limited to informational brochures and ad campaigns, mailers, neighborhood
connections, promotion of existing regional programs and campaigns.
Participants will be required to record their trips using Rideshareonline.com,as well
as complete an initial and interim survey,in order to be eligible for rewards. Everett
Transit staff will administer the program and oversee the distribution of rewards, as
well as provide quarterly invoices and annual reports to WSDOT for the purpose of
program performance evaluation. This program will leverage similar programs
implemented throughout the region, allowing for consistency of regional TDM
messaging.
This project intends to reduce what type of trip:
Commute Non-commute Both X
Everett Transit will:
• Deliver a mutually-agreeable performance measurement plan, quarterly invoices
and annual report, with final performance report to include vehicle trips removed
Deliverables and lessons learned
• Conduct public education and outreach about options that reduce single-occupant
vehicle travel
• Provide information and incentives to encourage local shopping and recreation
activities
Page 8 of 9 Contract No. GCB2048
143
