12. <br /> EXHIBIT I <br /> SCOPE OF WORK <br /> Residential Outreach <br /> The 2015 CMAQ grant will be used in conjunction with the 2012 CMAQ grant to <br /> implement educational strategies and promotional incentives through a new program, <br /> Everett in Motion, in order to reduce the number of single occupancy vehicle trips <br /> within, and to and from the city of Everett. The program complements the efforts of <br /> the Commute Trip Reduction(CTR)program,which is designed to guide major <br /> employers in the jurisdiction in complying with the state CTR Law and the CTR City <br /> Ordinance,and plans on extending outreach efforts to smaller employers and the <br /> community as a whole,in order to reduce not only commute trips to and from work, <br /> but also any trips within the city. The program gives the City a strategy that will help <br /> achieve its long-term Transportation Demand Management(TDM)goals and multi- <br /> modal split targets,reducing congestion and managing road capacity,while <br /> promoting health and reducing pollution. <br /> To increase the nDAR(non-drive alone rate),Everett Transit will implement a <br /> Concept community-based social marketing program to promote alternative modes of travel <br /> for people who live and/or work within Everett city limits. We will engage the <br /> community through a combination of outreach methods, including,but not limited to <br /> informational brochures and ad campaigns,mailers, neighborhood connections, <br /> promotion of existing regional programs and campaigns. <br /> Participants will be required to record their trips using Rideshareonline.com, as well <br /> as complete an initial and interim survey, in order to be eligible for rewards. Everett <br /> Transit staff will administer the program and oversee the distribution of rewards, as <br /> well as provide quarterly invoices and annual reports to WSDOT for the purpose of <br /> program performance evaluation. This program will leverage similar programs <br /> implemented throughout the region, allowing for consistency of regional TDM <br /> messaging. <br /> This project intends to reduce what type of trip: <br /> Commute Non-commute Both X <br /> Everett Transit will: <br /> • Deliver a mutually-agreeable performance measurement plan, quarterly invoices <br /> Deliverables and annual report,with final performance report to include vehicle trips removed <br /> and lessons learned <br /> • Conduct public education and outreach about options that reduce single-occupant <br /> vehicle travel <br /> • Provide information and incentives to encourage local shopping and recreation <br /> Page 8 of 9 Contract No. GCB2049 <br /> 152 <br />
