City Attorney <br /> H.Citizen Comments-Citizens may speak on any item that is not on the agenda. <br /> I. Council Briefing Agenda: Prospective Council agenda items or informational items. Matters <br /> of importance that should be publicly discussed at a Council meeting held prior to the <br /> meeting where action is to be taken. <br /> J. Proposed Action Agenda: Items appearing on Council's upcoming agenda requiring <br /> Council action but not requiring lengthy staff presentation <br /> K. Consent Items: consisting one or more of the following items:Street closures,Acceptance <br /> of gifts and donations,approving final plats, authorization of Community Development Block <br /> Grant program agreements with approved agencies, approving and accepting grants, and <br /> other such actions. Items requiring no Council discussion, simply a yes/no vote.Any <br /> Council Member may have a matter removed from the Consent Agenda for separate <br /> consideration upon notice to the Presiding Officer. <br /> L.Action Items: Items where there may be discussion as well as reports by staff. <br /> M. Executive Session <br /> N.Adjourn <br /> Besides serving other purposes, I (Council Briefing Agenda) and J(Proposed Action Agenda)are <br /> intended to serve as the time for the Council to be acting in the capacity of a committee as a <br /> whole. <br /> SECTION 4: REMARKS AND DEBATES. <br /> In presiding over the Council Meeting,the Presiding Officer will endeavor to provide council <br /> members the opportunity to make comments and raise questions.Absent a majority vote by <br /> council members to the contrary,the Presiding Officer will make procedural rulings in accordance <br /> with the provisions of these rules. <br /> A.Speaking to a Motion. Members shall use courtesy when discussing and commenting <br /> on issues with other members,the staff and the public. <br /> B. Questioning.Any member of the Council shall have the right to question any individual, <br /> including members of the staff,on matters germane to the issue properly before the <br /> Council. <br /> C.Calling the question.After each member of the Council has had an opportunity to <br /> address and respond to other Council members comments, any member may move to <br /> "call the question." If this motion receives a second, no further debate will be allowed <br /> until a vote is held. If two-thirds of the members present vote to call the question the <br /> presiding officer shall call for a vote or move to the next agenda item if no vote is <br /> required. Otherwise,debate may resume. Nothing in this rule limits other remedies the <br /> council may exercise that are otherwise permitted by law. <br /> D. Mayor.The Mayor shall have the right to enter into a discussion of any matter before <br /> the City Council. <br /> 2 <br />
