f • ORDINANCE NO. 6 3 J AN ORDINANCE RELATING TO PUBLIC HEALTH, SAFETY AND WELFARE , AMENDING SECTIONS NO. 1 , 5 & 7 OF ORDINANCE NO. 1720, DEALING WITH THE UNLAWFUL ACCUMULATION OF RUBBISH DEBRIS AND TRASH UPON PREMISES IN THE CITY OF EVERETT AND REPEALING SECTIONS 2, 3, 4 & 6 OF SAID ORDINANCE NO. 1720, AND DECLARING AN EMERGENCY TO EXIST. NOW, THEREFORE , BE IT ORDAINED BY THE CITY OF EVERETT AS FOLLOWS: Section 1 : That Everett City Code 11 .04.010 be and the same is hereby amended to read as follows, to-wit: 11 .04.010: Rubbish on premises - unlawful . It shall be unlawful for any owner or occupant of any occupied premises , or any owner or agent having charge of any unoccupied premises within the corporate limits of the City of Everett, to suffer or allow any glass, metal , broken ware, rubbish, debris, trash, dirt, gar- bage, or any other substance or thing that creates a hazard to the health, morals, safety or general wel - fare of human beings who may live therein or to the general public, to be thrown or deposited or remain upon the said premises, or on the street to the center line thereof in front or at the side of said premises or on the alley to the center line thereof, at the side of or behind any premises so owned or occupied by him or of which he shall have charge as agent or tenant or occupant. The following standards shall be followed, in substance, by those authorized officers of the City of Everett charged with the enforcement of this chapter, to-wit : (a) Those premises which because of an accum- ulation of any of the items hereinabove described are a nuisance under the laws of the State of Washington, or are likely or apt to attract small children who have not reached the age of eighteen years , shall be deemed premises which create or ! may become a hazard to the health, safety and/or welfare of the people of the City of Everett. (b) Those premises which because of an accumu- lation of any of the items hereinabove mentioned create a potential area where rats , mice or other rodents may exist, breed or multiply, shall be deemed premises which pose a threat or create a hazard to the health, safety and/or welfare of persons of the City of Everett. (c) Those premises which because of an accumu- lation of any one of the items hereinabove men- tioned create a condition or conditions which are unsafe or unsanitary may be found' premises which are dangerous to the health, morals, safety or general welfare to the people of the City of Everett.
