I] and necessary appurtenances and doing such other work as may be <br /> necessary to make a complete improvement, all in accordance <br /> with plans to be prepared by the City Engineer, which plans and , <br /> specifications are hereby adopted and approved. <br /> Section 2: The City shall pay toward the cost of the <br /> improvement a sum equal to the cost of installation of a 4" <br /> water line, and all costs of installation of water lines in <br /> •1 excess of 6" . The local improvement district and the property <br /> lying therein, shall be assessed for all of the remaining costs <br /> and expenses of the improvement and shall be borne by and <br /> assessed against the property included in the assessment district <br /> herein created in accordance with the special benefits conferred <br /> thereon without regard to the zone and termini method of spread- <br /> - ing assessments . The City shall not be liable in any manner for <br /> any of the remaining costs and expenses of the improvement except <br /> as provided by Chapter 141, Session Laws of 1923, of the State <br /> of Washington, or acts amendatory thereto and the ordinances of <br /> the City of Everett . <br /> Section 3: That there is hereby established a Local <br /> Improvement District to be known as "Local Improvement District <br /> No. 4, '7 7 , " which district shall include the following <br /> described property located in Everett, Snohomish County, <br /> Washington: <br /> Beginning at a point on the north line of Mukilteo <br /> Boulevard which lies midway between the west line <br /> of 33rd Avenue West and the east line of Sound <br /> Avenue; thence Nly and following a line midway be- <br /> tween 33rd Ave. West and Sound Avenue to an inter- <br /> section with a line midway between the south line <br /> of Shore Avenue and the north line of Wave Drive; <br /> thence westerly and following a line midway between <br /> the north line of Wave Drive and the south line of <br /> Shore Avenue to an intersection with the east line <br /> of Sound Avenue; thence Sly along the east line of <br /> Sound Avenue to an intersection with a line midway <br /> between a line between the south line of Shore <br /> Avenue and the north line of Mukilteo Boulevard <br /> produced easterly across Sound Avenue; thence Wly <br /> and midway between Shore Avenue and Mukilteo Blvd. <br /> over Lots 28 to 32 and a portion of Lot 27 in <br /> Edgewater for 557 feet M/L to a point which is at <br /> right angles to the end of the proposed Wly terminus <br /> of the 8 water main improvement on Shore Avenue; <br /> thence NWly and at right angles to Shore Avenue at <br /> said Wly terminus of proposed 8" water main instal- <br /> lation to a point on the Nly line of Lot 11, Edgewater; <br /> thence Ely and following the north boundaries of <br /> Lots 1 to 10 inclusive and a portion of Lot 11 in <br /> Edgewater to an intersection with the west line of <br /> Sound Avenue; thence NEly across Sound Avenue to <br /> the N.W. corner of Lot 16, Shore Acres Addition; <br /> thence Ely and following the north boundaries of Lots <br /> 1 to 16 inclusive in Shore Acres Addition to an <br /> intersection with the West line of the vacated <br /> portion of Ocean Avenue lying north of Shore Avenue; <br /> thence SEly across said vacated portion of Ocean <br /> Avenue to the N.W. corner of Lot 30 of Plat of <br /> David' s Marine Acres; thence Ely along the north <br /> -2- <br />
