• I► ORDINANCE NO. 4 j 3 O AN ORDINANCE submitting to the qualified electors of the City of Everett, State of Washington, a proposition authorizing a special levy upon real and personal property in the City of Everett in the year 1964, payable in the year 1965, of approximately eight mills which shall be in addition to the fifteen mills and other levies authorized by Article VII , Section 2, as enacted by Amendment 17 of the Constitution of the State of Washington, for the purpose of raising $510,000.00 to be used for the general improvements of park and recreation facilities and the development of the Walter E. Hall Recreation Area and the acquisition of real estate for such purposes ; providing for the form of a ballot to be used at said election; declaring an emergency to exist; and directing the City Clerk of the City of Everett to transmit to the County Auditor of the County of Snohomish the resolution of the City Council of the City of Everett calling upon said County Auditor to prepare ballots and prepare the submission of said issue to the people in a form of a special election to be held in conjunc- tion with the regular primary election to be held on the 15th day of September, 1964. WHEREAS the City Council of the City of Everett has duly passed a resolution calling for a special election for the purpose of raising funds for park and recreation purposes and the acquisition of real property for such purposes, NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN : Section 1 : It is hereby found and declared that an emergency exists requiring the submission of the proposition herein set forth, and the County Auditor of the County of Snohomish is hereby requested to include on the ballot a special City election to be held on the 15th day of September, 1964, in the City of Everett, State of Washington, in connection with the primary election to be conducted on said date, the submission of the pro- position hereinafter set forth and to cause said proposition to be included upon said municipal ballot in the manner and in the form provided by the laws of the State of Washington and the City Charter of the City of Everett. Section 2: That there shall be submitted to the qualified electors of the City of Everett, State of Washington, at a special City election to be held on the 15th day of September, 1964, in conjunc- tion with the primary election to be conducted on said date, a proposition authorizing the City to levy a tax upon real and per- sonal property within the City of Everett in the year 1964, pay- able in the year 1965, of approximately eight mills, which shall be in addition to the fifteen mills and other levies authorized by Article VII , Section 2, as enacted by Amendment 17 of the Con- stitution of the State of Washington for the purpose of raising $510,000.00 to be used for the purpose of additions , improvement and alterations and general development of and to existing City parks and recreation facilities and areas and for the general development of the Walter E. Hall Recreation Area and to include the construction of new buildings and facilities and to also include the acquisition of land reasonable and necessary for the purposes herein set forth and the purchase of necessary recrea- tion equipment for general park improvement in said City.
