6. Survey. A survey is required for this project in accordance with EMC 19.39.180. The <br /> construction plans must be designed from a site survey performed by a licensed State of <br /> Washington land surveyor. <br /> 7. Landscape Plans. A Landscape Plan,meeting the requirements of EMC19.35.100 is required to <br /> be submitted with the Public Works or Building permit application. Landscape plans must be <br /> prepared by professionals licensed or certified in Washington State. The landscape plan may be <br /> incorporated into the site development plan or provided separately. <br /> 8. Parking. A minimum of two off-street parking spaces per unit must be provided. <br /> 9. Heat pumps and other air conditioning equipment shall not be permitted within a required front <br /> or side setback area. <br /> 10. Open Space. Open space for each unit shall be provided and maintained in accordance with <br /> EMC 19.15.040.B. <br /> 11. Fences/Retaining Walls. Fencing shall adhere to requirements of EMC 19.39.070.Retaining <br /> walls shall adhere to requirements of EMC 19.39.150.C.5. <br /> 12. Lack of comment on the plans submitted with this application does not constitute approval of <br /> these plans. Plans will be thoroughly reviewed for permit approval during the construction <br /> permit application review. <br /> Public Works comments/requirements—Sabrina Fandler 425.257.7813 <br /> A review of this project by the Engineering/Public Works Department indicates that the following <br /> conditions shall be met: <br /> 1. Construction permits, inspections, and final approvals are required for this project from City of <br /> Everett Peirnit Services. <br /> 2. A Public Works Permit is required for this project. Detailed drawings in accordance with the <br /> current City of Everett Design and Construction Standards and Specifications for Development <br /> shall be submitted to the Public Works Department, showing site parking layout, landscaping, <br /> utilities, storm drainage,temporary construction erosion and sedimentation control(TESC), and <br /> all required improvements in the public right-of-way. Public Works Department approval of <br /> these drawings is required prior to any permits being issued. All improvements shall be <br /> completed, approved, and warranted before the Occupancy Permit is issued/final approval is <br /> granted. <br /> 3. The construction plans must be designed from a site survey performed by a licensed State of <br /> Washington land surveyor. <br /> 4. Temporary erosion control measures for construction activity must be operational prior to <br /> commencement of any clearing or earthwork. <br /> 5. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> 6. On-site water main will be staked within an easement to the City. The easement shall be 15ft <br /> wide with 5ft on one side of the main and 10ft on the other side of the main, and shall extend to <br /> the back side of each water meter. <br /> 7. Stormwater shall be managed in accordance with City of Everett Stormwater Management <br /> Standards current at the time a complete building/public works permit application package is <br /> submitted to the City for review. The City has adopted the current Ecology Manual (2014 <br /> SWMMWW)with amendments as described in Chapter 4 of the City's Design and <br /> Constructions Standards and Specifications for Development manual. A drainage report and <br /> stormwater site plan shall be designed in accordance with this manual. <br /> 8. It would be preferable to connect to the 12" SD line at the edge of the roadway rather than <br /> the 36"in the street. The 36"pipe contains a tributary of Pigeon Creek.
