The Planning Director shall consider the following <br /> criteria in evaluating proposals using this process: <br /> Criterion No. 1: The unique characteristics of the subject property and/or its surroundings and how <br /> they will be protected or enhanced by modifying the development standards or design guidelines. <br /> Staff Response: The eastern portion of the site slopes upwards approximately 10 feet. The majority <br /> of the lot is over 10 feet below the neighboring R-1 lots to the east, minimizing the impact of the <br /> requested height modification. <br /> Criterion No. 2: The positive characteristics of the proposed development and whether such <br /> characteristics could be provided by compliance with the development standards and/or design <br /> guidelines proposed to be modified. <br /> Staff Response: Positive characteristics of the proposal include approximately 500 square feet of <br /> additional open space and all required off-street parking spaces provided in individual garages for <br /> each unit. Compliance with the design standards could still be provided without the proposed <br /> modifications. <br /> Criterion No. 3: The arrangement of buildings and open spaces as they relate to other buildings <br /> and/or uses on the subject property and on surrounding properties. <br /> REVII 17-019 <br /> �'Pagelof <br />
