My research indicates that this structure is recognized as a single family dwelling. <br /> Due to the large number of sleeping rooms observed,the structure should be evaluated for compliance with <br /> land use requirements. <br /> 2. A Covenant document found states that the uppermost floor of the structure has only one`dormer room"that <br /> is approved for occupancy due to the substandard ceiling height of the other rooms on this level. As you know a <br /> tenant and the owner stated that at least one of the "substandard" height rooms on the upper floor is currently <br /> occupied contrary to this covenant and IPMC section 404.3 <br /> 3. I located several permit records for work conducted on the structure over the years, <br /> two of the now expired permits never received final inspection approvals as required by code. (R109.1.6) <br /> Permit# CW 1412-002, issued to Eliminate unlawful bedrooms and remove a second kitchen. <br /> Permit# K0002-015, issued to install a sprinkler system within the structure. <br /> 4. Observations of code violations made during the inspection also include: <br /> A. An exterior deck and stairway located on the southwest corner of the building has structural defects and <br /> deficiencies, including wood decay and inadequate connections at structural members. (IPMC 304.10) <br /> B. Broken, damaged,and leaking windows were observed at various locations within the building. IPMC section <br /> 304.13 through 304.13.2. <br /> C. Damaged electrical fixtures, heaters, and outlets were observed at numerous locations within the house. <br /> Flexible cords are being used in an unsafe manner at many locations throughout the building.All violations <br /> of IPMC 605.1 through 605.4. <br /> D. It has been reported by a tenant that the sewer system has on occasion discharged raw sewage into the <br /> yard area. I could not confirm this at Inspection time. <br /> It has been reported by a tenant that someone is occupying the sprinkler room in an unsafe or unlawful <br /> manner. I could not confirm this at inspection time. <br /> Due-to thedeficiencieslisted above,the building located at 1931 Rockefeller is an Unlawful Structure as defined by <br /> code. ( IPMC 108.4) <br /> Many of the deficiencies present life safety hazards to the occupants. <br /> -If-the deficiencies are-not-abated immediately,this building can be considered an Unsafe Structure as defined by <br /> IPMC section 108.1.1 <br /> Thank you for the opportunity to provide assistance in this matter. <br /> I support and encourage your efforts to bring this property into compliance. <br /> Regards <br /> 1 <br />
