• • <br /> ORDINANCE NO. 4017 <br /> AN ORDINANCE AMENDING EVERETT CITY CODE 8.48. 110, DEALING WITH <br /> REGULATIONS GOVERNING TRAFFIC DURING PROCESSIONS AND PARADES <br /> AND ADDING TO SUCH SECTION OF THE SAID ORDINANCE A REQUIREMENT <br /> FOR A POLICE ESCORT AND FIXING FEES FOR THE COST OF SUCH POLICE <br /> ESCORT AND DECLARING AN EMERGENCY TO EXIST. <br /> NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN : <br /> Section 1 : That Section 8.48. 110, Everett City Code, be <br /> and the same is hereby amended to read as follows : <br /> 8.48. 110: Regulations governing traffic during processions <br /> and paradesj requirement for police escorts for processions and <br /> Tixinq of fes to cover the cost thereof. It shall be unlawful <br /> for any pedestrians , equestrian, driver or operator of a vehicle <br /> to pass through, or drive between the vehicles comprising, or to <br /> interrupt, any regularly organized funeral procession, or any <br /> procession authorized by the Chief of Police as herein provided, <br /> or the passage of military or naval forces of the United States <br /> or of the National Guard of the State of Washington when accom- <br /> panied by a military, naval or civil police escort which directs <br /> traffic at all intersections as used. This provision shall not <br /> apply to operation of emergency vehicles . <br /> No person shall operate a motor vehicle in or as a part <br /> of a funeral procession unless such vehicle be marked or dis- <br /> tinguished by illuminated headlights . <br /> Whereas a condition for the safe conduct of a procession <br /> or parade along or upon any street, alley, avenue or other public <br /> place in the City of Everett, the Chief of Police prescribes and <br /> requires a police escort , no such procession or parade shall be <br /> conducted without the presence of such escort as may be prescribed <br /> by the Chief of Police. All such escorts will be performed by <br /> uniform police officers acting under the direction and super- <br /> vision of the Chief of Police. The cost of such escorts will be <br /> based upon the following rates , to-wit : <br /> (1 ) $5.00 per uniform man and vehicle or any portion <br /> thereof per each procession; <br /> (2) $5.00 per each additional man and vehicle per each <br /> procession. <br /> Such escort fees shall be billed by the City to the applicant <br /> for such procession or the person making arrangements therefor. <br /> No person shall leave any vehicle upon any street which is <br /> being used or has been cleared for parade purposes . All persons , <br /> except those participating in parades, shall keep off the streets <br /> temporarily closed for parades .
