4 <br /> ORDINANCE NO. <br /> AN ORDINANCE submitting to the qualified electors of the City of <br /> Everett, State of Washington, a proposition authorizing a special <br /> levy upon real and personal property in the City of Everett in the <br /> year 1964, payable in the year 1965, of approximately ten mills, <br /> which shall be in addition to the fifteen mills and other levies <br /> authorized by Article VII, Section 2, as enacted by Amendment 17 <br /> of the Constitution of the State of Washington, for the purpose <br /> of raising $680, 000.00 to be used for the purpose of construction <br /> of recreation facilities including (but not limited to) a picnic <br /> area , with playfields, an eighteen hole golf course, a clubhouse, <br /> and a driving range, in the area of Casino Road, the addition of <br /> a new clubhouse and driving range at the existing municipal golf <br /> course at Legion Memorial Park, the construction of a museum build- <br /> ing and the acquisition of 25 acres of land, more or less, contig- <br /> uous to Walter E. Hall recreation area, providing for the form of <br /> a ballot to be used at said election; declaring an emergency to <br /> exist; and directing the City Clerk of the City of Everett to pre- <br /> pare ballots and prepare the submission of said issue to the <br /> people at the next general municipal election to be held on March <br /> 10, 1964 . <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: It is hereby found and declared that an emergency <br /> exists requiring the submission of the proposition herein set <br /> forth, and the City Clerk of the City of Everett is hereby directed <br /> to include on the ballot of the general municipal election to be <br /> held on March 10, 1964, in the City of Everett, State of Washington, <br /> in connection with the general municipal election to be conducted <br /> on said date, the submission of the proposition hereinafter set <br /> forth and to cause said proposition to be included upon said munic- <br /> ipal ballot in the manner and in the form provided by the laws of <br /> the State of Washington and the City Charter of the City of Everett. <br /> SECTION 2: That there shall be submitted to the qualified electors <br /> of the City of Everett, State of Washington, at the general municipal <br /> election to be held on the 10th day of March, 1964, a proposition <br /> authorizing the City to levy a tax upon real and personal property <br /> within the City of Everett in the year 1964, payable in the year <br /> 1965, of approximately ten mills, which shall be in addition to the <br /> fifteen mills and other levies authorized by Article VII, Section 2, <br /> as enacted by Amendment 17 of the Constitution of the State of Wash- <br /> ington for the purpose of raising $680, 000.00 to be used for the <br /> purpose of, but not limited to, the construction of a recreational <br /> facility near Casino Road in the City to include a picnic area with <br />
