I1 e. Develop on-the-job training opportunity and/or participate in training <br /> 2 programs for the area which expressly include minorities and women, <br /> I <br /> 3 4 including upgrading programs and apprenticeship and trainee programs <br /> relevant to the Contractor's employment needs, especially those programs <br /> 5 funded or approved by the U.S. Department of Labor. The Contractor shall <br /> I 6 provide notice of these programs to the sources compiled under 7b above. <br /> 7 <br /> 8 f. Disseminate the Contractor's EEO policy by providing notice of the policy <br /> I 9 to unions and training programs and requesting their cooperation in <br /> 10 assisting the Contractor in meeting its EEO obligations; by including it in <br /> 11 any policy manual and collective bargaining agreement; by publicizing it in <br /> I12 the company newspaper, annual report, etc.; by specific review of the policy <br /> 13 with all management personnel and with all minority and female employees <br /> 14 at least once a year; and by posting the company EEO policy on bulletin <br /> 15 boards accessible to all employees at each location where construction <br /> I 16 work is performed. <br /> 17 <br /> 18 g. Review, at least annually, the company's EEO policy and affirmative action <br /> I <br /> 19 20 obligations under these specifications with all employees having any <br /> responsibility for hiring, assignment, layoff, termination or other <br /> 21 employment decisions including specific review of these items with on-site <br /> I 22 supervisory personnel such as Superintendents, General Foremen, etc., <br /> 23 prior to the initiation of construction work at any job site. A written record <br /> 24 shall be made and maintained identifying the time and place of these <br /> 25 meetings, persons attending, subject matter discussed, and disposition of <br /> I 26 the subject matter. <br /> 27 <br /> 28 h. Disseminate the Contractor's EEO policy externally by including it in any <br /> 29 advertising in the news media, specifically including minority and female <br /> 30 news media, and providing written notification to and discussing the <br /> 31 Contractor's EEO policy with other Contractors and Subcontractors with <br /> I 32 whom the Contractor does or anticipates doing business. <br /> 33 <br /> 34 i. Direct its recruitment efforts, both oral and written to minority, female and <br /> I 35 community organizations, to schools with minority and female students and <br /> 36 to minority and female recruitment and training organizations serving the <br /> 37 Contractor's recruitment area and employment needs. Not later than one <br /> I 38 month prior to the date for the acceptance of applications for apprenticeship <br /> 39 or other training by any recruitment source, the Contractor shall send written <br /> 40 notification to organizations such as the above, describing the openings, <br /> 41 screening procedures, and tests to be used in the selection process. <br /> I42 <br /> 43 j. Encourage present minority and female employees to recruit other minority <br /> 44 persons and women and where reasonable, provide after school, summer <br /> I <br /> 45 and vacation employment to minority and female youth both on the site and <br /> 46 in other areas of a Contractor's work force. <br /> 47 <br /> I 48 k. Validate all tests and other selection requirements where there is an <br /> 49 obligation to do so under 41 CFR Part 60-3. <br /> 50 <br /> I 51 I.
