• • The Special City Attorney shall be appointed by the City Council. The Director of Personnel shall be ex-officio Secretary of the Civil Service Commission. The Assistant and Special Examiners in the Civil Service Department shall be appointed by the Civil Service Commission. The Clerk of the Police Court Department shall be appointed by the Police Justice . The assistants and employees in the Department of Finance ! shall be appointed by the Commissioner of Finance . iI The officers, except City Engineer, assistants and employee. it in the Department of Public Works shall be appointed by the Com- 11 missioner of Public Works . The City Council shall appoint a City Clerk, City Attorney, Treasurer and City Engineer, as provided by Section 24 of the Charter. The officers , assistants and employees in the Department of Safety shall be appointed by the Commissioner of Safety. All persons paid on an hourly basis as hereinafter or here- in set forth shall be considered and be day laborers as defined by the City Charter governing Civil Service . (1 .16.270) Section 28: The City Commissioners of the City of Everett hereby find that greater performance and efficiency can be secured from the city employees who have adequate medical care furnished on a uniform basis and that it is for the best interest of the City of Everett to furnish medical care as a part of the con- sideration of employment . (1 .16.280) •• Section 29: The City Commissioners of the City of Everett hereby provide, as part of the compensation to be paid all city ' employees of the City of Everett, except policemen, firemen, and temporary employees, a prepaid medical plan, the same or similar to the plan of medical coverage now being furnished said city employees by the City of Everett under terms of a contract with the Occidental Life Insurance Company to be determined by the City Commissioners of the City of Everett . (1 .16.290) Section 30: There is hereby established a pay range code for non-uniform employees of the City of Everett and all re- ferences to said code in this ordinance shall be by number preceddd by the ltter R. The pay range code as hereinafter set forth, establishes the salary range based on years of service of each employee, except as hereinafter modified and limited . Years of service shall be credited to all employees who were employed by the City of Everett on and prior to the date of the adoption of this , ordinance . Any employee appointed or assigned to anotherfshall be paid the salary rate fixed for the new position nearest, but no lower than the salary rate to which he was entitled in his former position, but in no event higher than the highest rate for such new position.
