An modification to EMC 19.3113.060.13.1 which requires screening between sidewalks <br />and parking areas by providing an option of a five -foot -wide planting bed that incorporates <br />a permanent continuous low wall two to three feet high or a landscape strip with a minimum <br />eight -foot -tall trellis within a three -foot -wide planter in lieu of trees; and, <br />2. An modification to EMC 19.31 B.090.0 which requires monument signs as the only type <br />of permanent freestanding signage and limit freestanding monument signs to no taller than <br />six feet above grade, a sign area no greater than forty square feet per side, and materials <br />and design consistent with the architecture of the building. <br />Zoning: E-1, MUO; Evergreen Way Mixed Use Overlay <br />Project Planner: ICembra Landry, Assistant Planner 425.257.7155 <br />The City of Everett Planning Department grants APPROVAL of a design modification request by City of Everett. The <br />Planning Director approved the design modifications based on the following: <br />Subsection 3113.070 of the City of Everett Zoning Code gives the Planning Director, using Review Process II, the authority <br />to modify the required design standards of the MUO zones provided that the design meets the intent of the chapter and <br />provides a superior design treatment than could be achieved if those standards were strictly applied. <br />Approved design modifications are shown on the site plan and sign elevation drawings dated October 9, 2017 and include <br />the following: <br />Design Modification No. 1— Exemption from parking screening requirements. The Applicant has proposed to substitute <br />screening requirements of a 36" high permanent wall for a 36" high hedge with additional plantings. Existing off-street <br />parking along Evergreen Way will be eliminated, thus increasing the width of the required 5' landscape buffer to 20'. The <br />proposed modification maintains a screening mechanism and creates a wider landscaped area, providing superior design <br />than what is required under code and reduces the visual presence of parking. <br />Design Modification No. 2 — Exemption front signage restrictions on height, sign area, and design, The Applicant has <br />proposed one 14' tall freestanding sign to replace, the existing freestanding monument sign. The new sign will deviate from <br />code regulation by an increase in height from six feet to 14 feet and a design that visually displays the building's use and <br />theme instead of consistency with design material or architecture. The existing brick monument sign fronting on Holly <br />Drive will remain with updated aluminum lettering and new window signage is proposed facing Evergreen Way. <br />The Applicant may appeal the Planning Director's decision within fourteen days of the date of this letter. Appeal forms are <br />available from the Planning Department and must be submitted along with the required filing fee.
