FINAL GEOLOGICAL ASSESSMENT
EVERGREEN BRANCH LIBRARY & PARKING AREA EXPANSION
9512 EVERGREEN WAY
EVERETT, WASHINGTON
1 INTRODUCTION
1.1 GENERAL
HWA GeoSciences Inc. (HWA) has completed a geological assessment and laboratory testing
program for the proposed building and parking area expansion at the Evergreen Branch Library
site, located at 9512 Evergreen Way in Everett, Washington, for the Everett Department of
Facilities & Property Management. The location of the site and the general configuration of the
proposed building site is shown on the Vicinity Map and Site and Exploration Plan, Figures 1
and 2, respectively.
The purpose of the geological assessment was to evaluate the soil and ground water conditions at
the project site, and to provide recommendations for geotechnical aspects of the proposed
proj ect.
1.2 PROJECT UNDERSTANDING
We understand that the City of Everett proposes to expand the existing Evergreen Library
building size of 8,595 square foot library by 5,860 square feet. The expansion will include
extending the existing one story library structure into the lawn covered area to the west and the
landscaped area to the east, as well as, expanding the south parking area by demolishing the
existing duplex to the southwest property corner. Authorization to proceed was provided by Mr.
Ruben Sanchez, of the Everett Department of Facilities & Property Management, on April 7th,
2017. At that time the contract had been approved by the Mayor of Everett, Mr. Ray Stephenson.
Our scope of services for this project included collecting and reviewing readily available
geotechnical and geological information, conducting one day of hand explorations and dynamic
cone penetration (DCP) tests, performing relevant laboratory tests on selected samples, and
performing engineering analyses to develop foundation bearing capacity, subsurface drainage,
pavement design recommendations. Our work was accomplished in general accordance with our
proposal.
