This technique allows for capture and flow control mitigation of <br />existing upstream areas when capturing the newly developed areas is infeasible. <br />Additionally, Erik confirmed that areas disturbed for utility installation that are replaced in <br />kind do not require flow control or water quality mitigation. <br />
