Section 11. The bonds shall be signed on behalf of the city <br /> with the facsimile signature of its Mayor, shall be attested by its <br /> Clerk, and shall have the corporate seal of the city impressed <br /> thereon. The interest coupons attached thereto shall be executed <br /> with the facsimile signatures of said officials . <br /> Section 12 . The offer of Eastman Dillon, Union Securities <br /> & Co. and Associates to purchase the Bonds under the terms and condi- <br /> tions as set forth in this ordinance and at the price of $98 .64 per <br /> $100 par value is hereby accepted . <br /> The actions of the city officials in offering the Bonds <br /> for sale are hereby in all respects ratified and confirmed . <br /> The proper city officials are hereby authorized and directed <br /> to do everything necessary for the prompt issuance, execution and <br /> delivery of the Bonds to the purchaser and for the proper use and <br /> application of the proceeds of such sale. <br /> Section 13 . It is hereby found and declared that the public <br /> health, welfare and safety require the acquisition, construction and <br /> installation of the hereinbefore described additions, improvements <br /> and extensions as soon as possible .
