system and community engagement to help juveniles break the cycle of drug use and crime. <br /> Studies of the program have shown it to be effective.6 <br /> The City of Everett also participates in the local juvenile courts Cultural Advisory Committee, <br /> which was convened to research and address implicit bias within the juvenile justice system. <br /> Involvement with this committee has helped evaluate disparate outcomes for minorities, while <br /> promoting equity and fairness within juvenile court. This has led to changes at EPD that better <br /> meet each individual's needs and promote equity and fairness. <br /> Plan for Collecting Data <br /> The permissible use of JAG funds under the 2020 JAG Local Solicitation include technology <br /> implementation and improvement programs. The entirety of the Everett Police Department's <br /> allocation ($39,943) would be used for the installation of a new video recording and monitoring <br /> system in the EPD's interview rooms. <br /> The Everett Police Department understands that recipients of the JAG allocation have a duty to <br /> report the results of the work carried out under the award. The EPD is committed to this regular <br /> collection of data to assess whether the correct processes are being performed and desired results <br /> are being achieved. The goal of the EPD under this grant allocation is strait forward: to install <br /> interview room recording equipment in the interview rooms at both precincts. While tracking <br /> and identifying when this goal is reached (example: the system has been installed) might be <br /> simple, the value of reaching this goal will be harder to measure. With this specific award, the <br /> performance data(collected by the EPD) will be the number of interviews that are recorded or <br /> watched using the new interview room recording technology. The ability to utilize the <br /> recordings for review of interviews, admissions, confessions, inconsistencies, or to provide close <br /> cover to the detectives conducting the interview has great value and cannot be overstated.
