CITY OF EVERETT, WASHINGTON
EVERETT POLICE DEPARTMENT
Edward Byrne Memorial Justice Assistance Grant (JAG) Program
(CFDA# 16.738)
FY 2020 Local Formula Solicitation
BUDGET NARRATIVE
The Bureau of Justice Assistance (BJA) identified The City of Everett for an eligible allocation
of$39,943 in the Local Justice Assistance Grant(JAG) solicitation. This allocation would be
utilized for the replacement of outdated and antiquated interview room cameras and recording
system at one police precinct and additional technology at a second precinct within the Everett
Police Department. Due to lack of financial resources, the Everett Police Department does not
have funding allocated for the replacement of this system within its annual budget.
The antiquated interview room cameras and recording system have been in need of replacement
for several years. With the availability of current technology, the use of a new video recording
system will assist in keeping police officer and detective interactions with the public transparent
and safe. The estimated cost for the first year is $32,551 for new cameras, mounts, streaming
server licenses, software and online storage for two precinct locations. Cost for the second and
third year of the grant period are $3,696 per year. Inclusive of taxes and additional fees, the total
package is estimated at $39,943 over the three-year grant period. The contract for the purchase
and acquisition of the new interview recording system will be procured through either a state
contract or competitive bidding process as outlined in the City of Everett Procurement Policy
400-12-06.
With the assistance of$39,943 in federal funding, the Everett Police Department can provide
increased protection, transparency and support of its members and community by utilizing
current technology of recording and monitoring systems for investigative purposes.
Federal Funding
Recording and Monitoring System Year 1 32,551
Server, License, Storage Year 2 3,696
Server, License, Storage Year 3 3,696
TOTAL Cost 39,943
