The other comments have been addressed.
6. Sheet A0.4A includes an estimate for the accessibility improvements. Based on the work estimate of$17,800,the
accessibility improvements must be at least$3,560($3,000 if the total budget with improvements remains at
$17,800). Please address the following comments:
a.Confirm that the accessibility improvements are included in the previously-provided cost estimate (i.e.,
$17,800). Otherwise, the accessible budget and work estimate shall be increased.
b.The fourth bullet indicates accessible panic hardware costing$1,850. This item is not within the intent of the
code. Panic hardware and its installation is inherently accessible. Providing hardware on new or existing doors due to
the project scope is a basic code requirement and not being performed to improve accessibility. This would only satisfy
the requirement if the project were replacing existing panic hardware that was somehow not meeting requirements for
accessibility, which has not been indicated for this project. This line item shall be removed.
c.The third bullet indicates rehanging an existing door to be accessible, which is within the intent of the
code. However, the estimate appears high. This is noted for your information only. As stated previously,we generally
do not perform a detailed review of the cost estimate, but do review it for order-of-magnitude to verify it is
reasonable. It is the applicant's risk of being subject to federal action if the final cost cannot confirm the
estimate. Again, this is provided for your information only;further response on this line item is not required.
d.As previously stated, the restrooms on the First Floor do not appear to provide the minimum width per ICC
A117.1-09 Figure 604.9.2. The fifth bullet appears to state that the existing non-compliant restrooms cannot be
modified due to space constraints. However, it is possible to modify the restrooms by moving the west non-structural
partition walls. Alternatively, the bathrooms do not require the second sink and could be modified to be
accessible. Therefore, the bathroom modifications do not meet the definition of being infeasible per Section 705.1.9.
CELEBRATINGDrew Martin,P.E.,S.E.
1125 Associate Engineer—Commercial Plans Examiner I Permit Services
YEARS 425.257.8813 13200 Cedar Street, 2nd Floor, Everett,WA 98201
A story worth telling everettwa.gov/permits I Facebook 1 Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to the Public
Records Act.
From:Clover Schuler<clover@magellanarchitects.com>
Sent: Friday, February 8, 2019 1:30 PM
To: Drew Martin<dmartin@everettwa.gov>;Tina Koch<tina@magellanarchitects.com>
Subject: RE: City of Everett Permit Services:840 N Broadway(B1810-012)-Second Building Review
Importance: High
Drew-
Please see the revised drawings that address the comments below.
