• <br /> September 2, 2020 <br /> Cultural Arts <br /> Discussion ensued regarding a Creative District certification, 4th of July activities, <br /> the 1%for the Arts Program and staffing. <br /> Council Member Murphy requested fund breakdowns of the 4th of July activities <br /> and the Everett Performing Arts Center. <br /> Council Member Stonecipher requested a breakdown of the 1%for Arts Program. <br /> Lori and Susy stated they would provide the requested information. <br /> Parks & Recreation <br /> Discussion included the Potential Public Private Partnership (P3) opportunities, <br /> the impact on the recreation to protect parks/open spaces due to COVID-19, and <br /> possible program reductions. <br /> • <br /> Senior Center <br /> Discussion ensued regarding the Senior Center pickup meals, allowing others to <br /> utilize the facility, and potential union or prevailing wage issues should the facility <br /> be managed by an outside contractor. <br /> CONSIDERATION AND INPUT BY COUNCIL <br /> Considerable discussion ensued regarding staff overtime costs, staff reductions <br /> and other options for potential cuts, service reductions, impact to services based <br /> on current staffing levels, long term cuts vs. interim measures due to COVID-19, <br /> rolling furloughs, the expected city service model, and continuing discussions <br /> regarding potential changes to service models, including Fire, golf courses, and <br /> Transit. <br /> Council Member Stonecipher requested the list of layoffs, furloughs, and <br /> voluntary separations by department for 2020. <br /> • <br /> 260 <br />
