December 6th,1939,Mayor Edwards in the Chair,Commissioner Williams present u-,d Commissioner Spencer absent et roll call. Minutes of December 5th,1939 reed and approved. Moved by Williams,seconded by Edwards to adopt Resolution No.4567 es follows: RESOLUTION N0.4567. VddEREAl,the City of Everett Water Department has signed up an agreement with the Works Progress Administration for a blanket project for ter main replacements a the entire system in the amount Of 936,000.00,and the City will have to contribute a 4 certain amount for material,and this material will have to be purchased in small quantities over a period of a number of years @ s the finances w111 permit,and as the Water ment could not at any one time purchase all this material,endd leerkeep it in stock, and it also would be lmpreotical to call for bids on separate purchases as they are needed from time to time,therefore be it RESOLVED,that the City Council declare an emrgenoy,and authorize the Water Department and the Commissioner of Public Works to make {I these purchases without telling for bide,1n an amount not to ex- need 43,000.00.
