<br /> NHEREAS,taxation without representation is unfair as democracy rests on
<br /> self-government;and
<br /> WHEREAS,the District of Columbia has not had the privilege of local self-
<br /> goverrment since 1875;and •
<br /> WHEREAS,there are now approximately 800,000 Diatrict of Columbia residents
<br /> who have no voice in their local government although they pay 90 percent of
<br /> •
<br /> the cost of operating the rmtion's capital city.,and
<br /> WHEREAS,the United StatesCongress 05an unwieldy City...oil;end
<br /> - WHEREAS,the peat five administrations have all endorsed Home Rule for the
<br /> District of-Columbia,and .

<br /> T,E,..:AS,;,,t,ea0t,Ilited States Senate has passed home rule bills five timea
<br /> IMEREPS,the United CLatee House of Representatives has never had the oppor-
<br /> tunity to take a direct vote on a home rule bill for the Howie District of
<br /> Columbia Commiittee has never reported on any one home rule bill,and
<br /> WHEREAS,the Preaidenc of the United States on February 2,1965 sent a •
<br /> snacial...Sage to C,-0gress urging enactment of home rule legislation for
<br /> the District,and
<br /> WEEREAS,as recent as April 16,1965 a bi-partisan coalition of Congressmen
<br /> signed a letter to the Chairman of the House District of Columbia Committee
<br /> urging that hearings on the important question of home rule for thetDiatrict
<br /> ha held;and
<br /> -WHEREAS,there is a large backlog of support for home rule among members of
<br /> the HOnse,and
<br /> WHEREAS,the United States Congress needS the support of its constituents
<br /> to provide it with a lever to dislodge home rule legialation:
<br /> NOW,THEREFORE,BE IT RESOLVED,in the interest of auppOrt of aelf-govern-
<br /> ment and representation in Congress for citizens of the District of Columbia, .
