May 6,1970 <br /> The Regular meeting of the Everett City Council was heid <br /> at larva cm.,May 6,19,0,President vopnild presiding. oPen ooCi oali On . <br /> ' vms found that all councilmen were present. <br /> • <br /> • Moved by dounbilmen Langus,bCOnded!bY councilman <br /> Michelsen lo approve Che minutes as printed,of the meeting held April 29, <br /> 1970. <br /> Unanimousig oarried• <br /> REPORT OF <br /> • COUNCILMEN <br /> I • RESOLUTION Councilman Callaghan said that he had a Resolution that be <br /> would like to introduce and asked the Clerk to read it. <br /> Upon completion of the reading it was moved by Councilman • <br /> Callaghan,seconded by Councilrmn Dobler to adopt Resolution <br /> • 219 as follows: <br /> WHEREAS,the State Land Commission and the State Board <br /> • of Natural Resources have announced their intent to allow <br /> leases of areas of Puget Sound for underwater exploratory <br /> drilling for oil and gas,and <br /> 1.EREAS,such drilling in Puget Sound would involve <br /> either so-called"slant"drilling from the shores of the • <br /> adjacent cities..d counties,or would involve offshore <br /> drilling from platforms anchored in PugetiSound and' <br /> .EREAS,such exploratory drilling involves the possible <br /> establishment of oil and gas drilling,crude oil and gas <br /> transmission lines,petroleum refining and other operations <br /> associated with the petroleum industry, <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF <br /> • THE CITY OF EVERETT: <br /> That the City Council of the City of Everett will take • <br /> • <br /> ay,proper an,,necessary action to oppose the establishment <br /> of on-or off-shore drilling operations in Puget Sound <br /> adjacent to the City of Everett or in the immediate vicinity, <br /> and hereby directs the Mayor,the City Attorney,and the <br /> 1 • administration Illnvestigate and report such actions as the •• <br /> • <br /> City may take to prohibit off-shore or on-shore oil and gas <br /> drilling in Puget Sound or over such waters or tidelands <br /> intervening between the boundaries of the City of Everett to <br /> the middle of Possession Bay. <br /> • That the City Council does hereby make the following <br /> findings and reasons for its opposition-to onshore and offshore <br /> Petroleum drilling in the Puget Sound area and Puget Souni • <br /> waters: <br /> Attendant to all oil drilling operations is the ever- <br /> present danger of oil spill,both from crude oil transmission <br /> lines and from"gushers"or uncontrolled leaks of oil in the <br /> vicinity of the drilling operation.
