• d February 20,19,4 Moved by Councilmaal Langus,seconded by Councilman Gipson to authorize the ]:14 Mayor to sign.modification of agreement with Alderwood Water District re- 1 garding accepting sewage from ELDEC., Roll was called with all Councilmen-voting-yes. motion carried HOWARD S.WRIGHT DEVELOPMENT George Eastman reported that Howard S.Wright was developing the area on North Broadway known as the old Western Fuel property. Mr.Wright said in order to develon this ProPertY,they would need access from Poplar Street. He also re- quested the City to pay 756 of a traffic signal at 10th Street. Councilman Rucker felt the developer should put in a light if he wanted one at this Luca- tion and Councilman Langus said the City woe.be setting a precedent if they did this tyPe of installation. '. Moved by Councilman Rucker,seconded by Councilman Ebert to reject the request of Howard S.Wright to open Poplar Street and city participation in the in- stallation of a.signal light,but the Council would reconsider the application at a later date. Roll was called with all Councilmen voting yes except Councilman Michelson whO Voted no. Motion carried WATER REQUEST FROM BELLEVUE Moved by Councilman Rucker,seconded by Councilman Gipson to regretfully decline the request of the City of Bellevue for selling water to them because of the eXcessive expense. Roll was called wIth all Councilmen voting yes. Motion carried C/TY HALL SPACE STUDY Joe Xoulovski of the Community Development Department presented his view of the project for space study of the City Hall. He suggested a project Manager should be a City of Everett staff member,preferably George Eastman.
