1A' 223 May 22,1974 I I Moved bY Councilman Rucker,seconded by Councilman Gipson to authorize the Engineering Department to proceed with developing a Drainage Ordinance defining City and property owner responsibilities,initiating a Comprehensive Drainage Study.and updating the Suhdivision Ordinance and Building PerMit regulations. Roll was called with all Councilmen voting yes. Motion Carried I President Aldcroft asked to be excused at 12:30 and appointed Cotmcilman 4t 9 Michelson to act as President Pro Tem. I: The Council then discussed prob/ems on 7th Avenue/94th briefly with residents of the area,Mr.Flanders,Torgeson,Blankenship,and Owens. The Engineering J Department can not recommend a solution to their problem,until the Drainage Study is completed and the City has an ordinance enabling it to take action on private prOpertY. 1 1'11 11,11 1 1 PROPOSED RATE INCREASE Ed Rubatino,Rubatino Reftme Removal,/no.,informed Council that he has completed his purchase of Southend Disposal and is consolidating operations of the two companies. Because of wage Increases for his driver's he has applied to Washington Utilities and Transportation Commission for a rate increase. If granted,it will be a 208 increase for residents and 158 for commervial users of his service. On motion,the Council recessed for lunch at 12:50 p.m. The regular meeting of the Everett City Council reconvened at 4 p.m.in the Council Chambers with President Aldcroft presiding and all Councilmen present,except Councilman Rucker and Gipson.
