The dredging shall be conducted in a manner which minimizes the . <br /> impact on water quality and aquatic life. <br /> 3. That the disposal of spoils behind the diked area shall be carried , <br /> out in a manner which minimizes the adverse effects on the Snohomish <br /> River. Design of the disposal ponds and dikes shall consider the <br /> location of the inlet end Outlet to prevent short circuiting, <br /> installation of adequate discharge controls,and providing a capacity . <br /> and detention time based on the setting characteristics. <br /> 4. That pedestrian/bike access be Provided to the ProjeOt. This wi,l 1 . <br /> 5. That the potential visual impact be mitigated by an extensive <br /> landscaping plan addressing the following areas: 58: <br /> A. The access road from Norton Avenue to the site <br /> B.
