George Eastman said the County had not made a <br /> decision as to what they wanted to do with the animal shelter. He said tre <br /> the shelter would have to be a prioraty in the 1975 budget;however, <br /> there were many problems to go over in order to decide on the solutIon I <br /> for the shelter. There would be a recommendation that deals wIth the <br /> building,enforcement and other problems of the animal shelter in the 4 <br /> 1975 budget when it is presented to the council. , 1 <br /> virginia Nelson,representing PAWS,spoke against using am,U.v. <br /> for experimental purposes,and urged the council to not consider this at <br /> all in any of their plans for the animal shelter in the future. <br /> , I <br /> On motion the meeting recessed to the Council Chambers. <br /> 4, r <br /> ,It rr <br /> The Regular Meeting of the Everett CIty Council reconvened at 10:00 a.m. <br /> in the Council Chambers of the Everett Caty Hall,President Aldcroft <br /> presiding. Upon roll call It was found that all Councilmen were present. <br /> Minutes of the meetang held on October 2,1974 were approved as printed. <br /> WATER RATE STUDY <br /> ' r <br /> Moved by Councilman Kinch,seconded by Gouncihuen Gipson to authorize <br /> the Mayor to sign a contract with Price-Waterhouse for water rate <br /> study at a cost not to exceed 822,000. <br /> • <br /> Discussion yeas held again as to the feasibality of having anenganeer- <br /> ing firm make this study to enable the council to find out exactly what <br /> kind of capital improvements,etc.were needed to be Included as a cost ir <br /> of this rate study. <br /> Mr.Eastman felt it should be a financial study wath engineering snls- '1.11`t1 <br /> port rather than the°pros... <br /> President Aldcroft asked If the City could not change the rates them- t. <br /> selves,and Gordon Hey,Finance Director,said there were so many dif- , <br /> ferent rates it was sittioolt to decide just how these rates were set <br /> up in the first place and how they came to the conclusion to charge <br /> all of these rates that were being charged at the present time.
