125 <br /> April 23,1975 <br /> The Regular Meeting of the Everett City Council wag called to order at <br /> 3:00 p.m.in the Conference Room with Council President Ninch presiding <br /> and all Councilmen in attendance except Councilman 1.angus who was ex- <br /> cused. <br /> GRANT APPLICATION(701) <br /> Reid Shockey of the Planning Department stated that the funds requested <br /> through the 701 Comptehensive Planning Assistance Grant would be used for <br /> CNN purposes, (1)to conduct a city-wide survey,and(2)COPeview and <br /> revise the zoning code. <br /> Mr.Shockey stated that the City currently is deficient in several items <br /> of data which are bath essential to program planning and obtainable only <br /> by intensive field research. <br /> This CitY-Wide shrVey project would involve using summer emplol(eet Whc <br /> would survey the entire city,collecting data on such items as land use, <br /> condition of housing,vacancies,and other subjects of merit to various <br /> City departments. <br /> 'NtOo2r===r::al:=Igtt:i]4!mr,=Itm=d'eefgre:g:Zig.'a"' <br /> This isfOvmaticil Will be auPPlermnted by a report which will provide a <br /> background on the study,its specific work items,nmthodologies. The in- <br /> tent of this report will be threefold: (1)a project completion report <br /> required SYNOD, (2)a program description for future surveys(1980,1985, <br /> NOD.).and(3)a data summary with analysis and conclusions. <br /> Mr.Shockey stated that the second project under this funding will be the <br /> updating of our present zoning code <br /> Mr„Shockey stated that some of the reasons for the update of the zoning <br /> code are, (1)the existing zoning code was adopted in 1956 and it is <br /> 01001 generally desirable to perform a comprehensive review of zoning rmgula- <br /> ot least every twenty years, (2)the existing code has been amended <br /> countless times--sometimes with good results,sometimes the results not <br /> so goad,and(3)situations have arisen recently where the options available <br /> to the City in allowing certain developments have been limited due to cur- <br /> rent methods available in the zoning code. <br /> Mr.Shockey said that using a combination of 701 planning monies and stu- <br /> dent interns working for credit,a new zoning code would be written,tak- <br /> ing into account a modern and progressive regulation technique. The exist- <br /> ing zoning categories would remain essentially unchanged(i.e.,existing <br /> neighborhoods,retail and commercial areas would not suddenly be subjected <br /> to radically different rules). <br /> • <br /> Mr.Shockey said that under HUD regulations it is required that the <br /> . sene have an Opportunity to express their comments. The City staff will <br /> therefore be calling for public hearing on the zoning code revision. <br /> Councilmen Aldcroft and Rucker commented that they felt it was not a mat- <br /> ter of revising sections of the zoning code,but rather would entail a <br /> Complete revision of the whole zoning ordinance. <br /> Councilman Aldcroft stated that he felt the time and money involved in <br /> the zoning ordinance revision ndght possibly be a waste of time and ef- <br /> fort since in no way can we come up with an ordinance that will completely <br /> satisfy everybody. <br />
