273 September 10,1975 The Regular Meeting of the Everett City Council met at 8:00 A.M.in the Conference Room with Council President Minch preeiding a.all Councilmen in attendance except Councilman Gangus. SEOREG/ME MASTER PROGRAM USE REGulATIONS Reid Shockey of the Planning Department stated that in the development of a Shoreline Master Program it was necessary to understand and analyse the inter-relationship between designated environments,natural systems,and use activit, We further stated that the stability of the natural systems(marine beaches, marshes,etc.)usually depends on the location within a specific environment. Chet is to say,the last resort of a marsh or marine beach surviving,could depend upon its being within a conservancy rather than an urban environment. Conaequently,in a planning environment designations to shoreline segments in Everett,Ne potential risk to existing natural systems was considered. The second area of potential conflict exists between use activities Wredg- ing,bulkheads,etc.).d natural systems Clearly,some activities are inumwartiblewith natural syster.and thus might not need to be prohibited, vihere speeial measures may.needd which would reduce adverse impact. Such activities as dredging,landfil1e,and Port develoPeent ka0 tke Po- tential to adversely affect.e natural processes of marine beaches,estu- aries,and marshes. Consequently,in allowing uses within an environment, it was necessary to consider the impact or a use or activity on any exist- ing natural features. A possibility of conflict also exists between the various use activities, since some activities are obviously not compatible. /n this relationship it was necessary to identify the points of conflict among use activities amd thus form a baele for possible separation of activities among the en- vironments,as well as 8 baaie fOr develoPing performance standards to address points of conflict. ! , Finally.we:cached the question of which use activities are compatible with the various environments.
