E1 <br /> 1 <br /> • March 17,1976 <br /> The Regular Meeting of the Everett City Council was call.to order <br /> at'1:15 P.M.in the Everett Civic Auditorium,March 17,1976,with <br /> President Gipson presiding and all Councilmen in attendance except <br /> Councilmen Kinch and Aldcroft who were excused. <br />! • <br /> INRODUCTIONS <br /> • <br /> PreTsident Gipson thanked the students of the governmental classes <br /> •• of-Everett High School for their invitation to hold the meeting <br /> at the Civic Auditorium today. He then introduced each Councilman <br /> who in turn gave a brief description of his responsibilities in <br /> connection with the Council. <br /> • <br /> PROPOSED PROCEDURE CHANGE FOR 11.8ZONiNG PROPERTY (Council Bill 763-82) <br /> Reid Shockey of the Planning Department told the Council the staff was <br /> • reviewing the Zoning Ordinance and had met with the Council Sub-Commit- <br /> . tee regarding the proposed change!). Because of considerable discussion <br /> on orm of the proposals,he felt it was prof.to bring it before the <br /> full Council for their review.• <br /> • <br /> He said the change in mind involved the public hearing before the City li <br /> Counoil. From the time the application for rezone is made until it <br /> actually goes into effect,there is an 07-day span. Their proposal is <br />• to have the regular public hearing at the Planning Commission as is <br /> required by law and after the decision made by the Planning Commission <br /> whether it be favorable or unfavorable toward the rezone,a proposed <br /> ordinance would be presented to the Council for first reading inv., • <br /> atsly. At final reading of the ordinance,a public hearing could be <br /> held. This would save about two weeks in this time period. '• <br /> After considerable discussion,a motion was made by Councilman Rucker <br /> and seconded by Councihnan Michelson to continue this matter until <br /> • later in the afternoon at the City Hall. <br /> Roll was called with all Councilmen voting yes except Councilmen <br /> Aldcroft and Rinch who were excused. • <br /> • <br /> Motion Carried <br /> The meeting was then opened for a.question and answer period,and • <br /> several students asked questions of the Council inconnection with <br /> • <br /> street problems,youth centers,school bond issues,etc. • <br /> The meeting then recessed to the Conference Room of the Everett <br /> City Hall. <br /> • <br /> • <br /> The Regular Meeting of the Everett City Council reconvened at 2)30 <br /> P.M.in the Conference Room of the Everett City Hall with President <br /> Gipson presiding and all Councilmen in attendance except Councilmen <br /> Aldcroft,Xinch and Ebert who were excused. <br /> ZONING PROCEDURE CHANGE <br /> ant Moved by Councilman Rucker,seconded by Councilman Michelson to aPProve <br /> .e proposed procedure change in the zoning ordinance,dispensing with <br /> the public hearing by the City Council and establishing the third read- <br /> .g of the ordinance as the public hearing. <br /> • <br />
