E1 1 • March 17,1976 The Regular Meeting of the Everett City Council was call.to order at'1:15 P.M.in the Everett Civic Auditorium,March 17,1976,with President Gipson presiding and all Councilmen in attendance except Councilmen Kinch and Aldcroft who were excused. ! • INRODUCTIONS • PreTsident Gipson thanked the students of the governmental classes •• of-Everett High School for their invitation to hold the meeting at the Civic Auditorium today. He then introduced each Councilman who in turn gave a brief description of his responsibilities in connection with the Council. • PROPOSED PROCEDURE CHANGE FOR 11.8ZONiNG PROPERTY (Council Bill 763-82) Reid Shockey of the Planning Department told the Council the staff was • reviewing the Zoning Ordinance and had met with the Council Sub-Commit- . tee regarding the proposed change!). Because of considerable discussion on orm of the proposals,he felt it was prof.to bring it before the full Council for their review.• • He said the change in mind involved the public hearing before the City li Counoil. From the time the application for rezone is made until it actually goes into effect,there is an 07-day span. Their proposal is • to have the regular public hearing at the Planning Commission as is required by law and after the decision made by the Planning Commission whether it be favorable or unfavorable toward the rezone,a proposed ordinance would be presented to the Council for first reading inv., • atsly. At final reading of the ordinance,a public hearing could be held. This would save about two weeks in this time period. '• After considerable discussion,a motion was made by Councilman Rucker and seconded by Councihnan Michelson to continue this matter until • later in the afternoon at the City Hall. Roll was called with all Councilmen voting yes except Councilmen Aldcroft and Rinch who were excused. • • Motion Carried The meeting was then opened for a.question and answer period,and • several students asked questions of the Council inconnection with • street problems,youth centers,school bond issues,etc. • The meeting then recessed to the Conference Room of the Everett City Hall. • • The Regular Meeting of the Everett City Council reconvened at 2)30 P.M.in the Conference Room of the Everett City Hall with President Gipson presiding and all Councilmen in attendance except Councilmen Aldcroft,Xinch and Ebert who were excused. ZONING PROCEDURE CHANGE ant Moved by Councilman Rucker,seconded by Councilman Michelson to aPProve .e proposed procedure change in the zoning ordinance,dispensing with the public hearing by the City Council and establishing the third read- .g of the ordinance as the public hearing. •
