It is the intent of the City Council to proceed with the <br /> implementation of a housing rehabilitation program in <br /> accordance with the provisions contained in the study <br /> "Everett Housing Rehabilitation Loan Program,"dated June <br /> 30,1976. <br /> ty <br />
