With the CID beautifica- <br /> tion area 120 spaces were lost on Everett Avenue,27 on Colby and approxi- <br /> . <br /> mately 40 on Hewitt. This left about 830 perking stalls. <br /> . with the addition of 1,000 stalls im the Bon Marche parking garage and <br /> ' Everperk garage(and approximately 150 stalls•at Bank of Everett and Pay'n <br /> '' Save,it stil/left a net loss of almost 200 parking stalls from the <br /> • <br /> original parking meter installations. He said this was one reason he was <br /> proposing the ao-pay parking in the City of Everett. <br /> Hugh Warren of the Engineering Departmer,said he felt there were four <br /> parts to Councilman Moore's proposal. These were an follows: (1)CHB <br /> Parking plan, (2)no-pay on-street parking system( (3)angle parking on <br /> certain streets and(4)increased parking violation fines. <br /> .• <br /> . He said the who:e proposal had been reviewed in detail by the Transporta- <br /> • tion Advisory Committee. They h.established a primary retail area as • <br /> follows: Hewitt Avenue from Norton to Broadway,California Avenue from <br /> Hoyt to Rockefeller,Colby Avenue from 26th to•Wall Street,and Wetmore <br /> . Avenue ftmm California to 200 feet north of Wall Street. Those areas <br /> '' would be designated"one hour parking limit." The secondary retail area <br /> surrounding the primary from approximately 32nd to 25th Street and from <br /> • Grand.to Oakes would have a two-hour Um;limit. He said the third and <br /> last zone had not been fully defined by the Transportation Advisory Com- <br /> . <br /> mittee. They had deferred dissuasion on this zone in order that they <br /> Night have time to review the methods of implementing mixed parking time • <br /> • <br /> • <br /> restrictions with no restrictions as they felt this zone should be divided <br /> with half having no time limit for all day use and the other half having <br /> a two hour limit. He said they strongly recommended that all of these <br /> ' zones be signed establishing a time zone if the parking meters wexe re- ; <br /> moved or covered to fully inform the citizens. <br /> He then reviewed the total co.ohated costs for no-pay parking covering <br /> .. removal of the parking met,and the base,hooding the meters,removing I <br /> • the meter heads only and covering the meters with adhesive labels. <br /> .
