March 9,1977 <br /> The regular meeting of the Everett City Council was called to order at <br /> .:30 a.m.in the Conference Room of Everett City Hall,March 9,1977 <br /> with President Pro Tem Michelson presiding and all councilmen in atte- <br /> dance except Councilmen Ebert and Juckett who were excused and Golan- <br /> . oilman Aldcroft who arrived at 9:00 a.m. <br /> GOLF MGRS.IER/GATION REPORT <br /> • <br /> Chuck Logan,Park Direct.,spoke and showed pictures of the irrigation <br /> systems at both Legion and W.E.Hall golf courses. He stated that the <br /> existing irrigation system at Legion Memorial Golf Course had been in- <br /> stall..in 1934 and had deteriorated to the point where it required.a <br /> minimum of one-half full time employee to repair it annually. The exist- <br /> ing line at N.E.5511 Municipal Golf Course was designed to accomodate <br /> • subsequent installation of an automated irrigation system. To automate <br /> • both courses would require an expenditure of$350,000 and this would it- <br /> . <br /> elude engineering costs. There would be 1015157 of about$20,000 a year <br /> by automating,by saving on water and not so much waste of fertilises and <br /> • chemicals. <br /> The meeting then recessed to the council chambers for the discussion on <br /> • <br /> • the central business district parking plan. <br /> CBD PARKING PLAN <br /> Hugh Warren of the Engineering Department discussed.the cost for four al- <br /> • ternatives to the parking meters for the six month trial. Alternate <br /> 21 is meter removal.at$76,100,Alternate 21,hooding meters;at$755000. <br /> Alternate 2C,meter head removal at$67,700 and Alternate 2D,adhesive <br /> • signing at$66,900. <br />• ' ' Councilman Gipson inquired as to what the merchants were doing to enhance <br /> . , <br /> the downtown area. <br /> . , <br /> • - Mr.E.H.Clark of Dimensional Sound Center replied that the Association <br /> of Businessmen have been focusing on two areas. The first was sales type <br /> . • <br /> events a.the second was people drawing events,not necessarily sales <br /> directed. Their problem is that they do not have legislative authority <br /> •. to do anything about the parking Prob... <br /> Mick Thompson,City Attorney,asked to have the time set by the ordinance <br /> changed from six months to seven months and have the trial period run <br /> through U major buying period. This program could be extended for an- <br /> . <br /> • <br /> • other trial.period. The extra month would be needed to evaluate the <br /> • progyam. <br /> • After further discussion the meeting then recessed. <br />. • <br /> • <br /> The regular meeting of the Everett City Council reconvened at 10:10 a.m. <br /> in the Conocii Chambers with,President PrO Tem Michelson presiding.' <br /> Upon roll call it was found that mayor Anderson and all coungilmen were <br /> 1r1 attendance except CouncilMen Ebert and auckett who were excused. <br /> Minutes of the meeting held March 2,1977 were approved as printed. - <br /> •, <br />
