<br />,. The regular meeting of the Everett City Council was called to order at
<br /> i S:30 a.m.,August 3,1977 in the Council Chambers of the Everett City
<br /> Hall with President Ebert presiding and all councilmen in attendance.

<br /> I! JOINT TREATMENT,WASTE DISPOSAL
<br />! Dick Thompson,Caty Attorney,introduced menbers of the staff in atten-
<br /> danCe and council members who had been working on the Joint Treatment
<br /> Committee. He also introduced Bob Rogers of Scott Paper Company who
<br /> introduced the members of his staff in attendance.
<br /> Dick Thompson x.minded the council that the Water Pollution Control
<br />. Act's Amendment to Public Lam 92500 was adopted in 1972 providing for
<br /> certain standards for public entities be established by 1977 which re-
<br /> sulted in the 201 Study. Certain guidelines were set up by bhis act
<br />, , and it had to be cost effective,etc. In the study Scott Paper Com-
<br /> J! pany was asked if they would-like to become a part of the systewand .
<br /> , there bad been'several meetings with Scott Paper regarding,this. He
<br /> , then went into some of the background as to the description'of the
<br />!..i''. present facilitiea,the description of identified problems with treat-
<br /> ment and the description of identified cost factors through 201.
<br /> I.."Y.°' He said there were five entities in this group and they.were the City
<br /> I'lit. of Everett,Scott Paper Company,Snohomish County(201 Study),State
<br /> I.''.1:1 , Department of Ecology and the Environmental Protection Agency(federal).
<br /> said under the city only alternative there was the biological algae
<br /> control. It seemed that at a certain time of the year the algae bloom-
<br /> the water because of the clearness of the water through our treat-
<br /> ment. This algae became above the certified level and would have to
<br /> controlled. There were also some other improyements that would have
<br /> to be made to the plant such as flood dykes,additional aerators eto
<br /> , •
<br /> rili i I' Under a city system only,the cost would be approximately five and a half
<br /> ,,.. , million dollars,which did not include any algae control. The staff
<br /> felt these algae problems could be solved bY exPerin.ntal Bath...
<br /> the city decides to remain a.a single entity.
<br /> :Idler a joint treatment alternative with Scott Paper Company using our
<br />',' •d'i: system,their effluent would be murky enough so that the water wouldn't
<br /> be clear and thus the algae wouldn't grow in abundance. However,be-
<br /> 1'1:111:, cause of this effluent being in
<br /> uld the system,other problema would arise.
<br />:,,,,. EPA says a deep water discharge wobe necessary if Scott Paper Com-
<br />':L'1' pany enters into our system. However,the Paper Company has made a '
<br /> study regarding a joint treatment facility and presented it to HOE
<br /> b''Hi i'l' whereby they have found that a river discharge is not a problem. They
<br />:i:11'1'I I axe waiting for a reply approving a river discharge. However,there
<br /> seems to be little hope tha.this will come through.
<br />" .I',1 If it.is determined there has to be a deep water discharge,the cost just
<br /> for a line from the lagoon into the aound would be approximately
<br /> $13,000.000. He then reviewed the cost splits on a deep water dis-
<br />.1 I] charge for'Scott and the city.
<br />,' 1. Councilman fdecroft asked what the cost of a joint venture on the river
<br /> 1,1,, .: would be and Mx.Thompoon said it Would come...weer:ten and sixteen
<br /> million dollars.
<br /> Mr.Thompson said EPA will grant 75 percent of the funds to construct
<br />'it'!"' this line from the,lagoon to the deep water:discharge.,Howeveril3cobt
<br /> Paper Company would have to pay this money back over a 30 year period.
<br />,'. He said the money would bo paid to the city and under the act the city
<br /> would be allowed half of the money for improvements to the.,,system.
