--- <br /> 10 <br /> January 9,1978 <br /> The regular meeting of the Everett City Council was called to order at <br /> 10:00 aux.,January 9,1978 in the Council Chambers of the Everett City <br /> Hall,President Gipson presiding. Upon roll call it was found that all <br /> councilmen were in attendance. <br /> • SULTAN RIVER POWER ALTERNATIVES <br /> Jack Spear of the PUD briefly reviewed the haCkground Of the project, <br /> basically the first stage being for water and the sec.:0d Stage fOr PeWer <br /> development. Ae also reviewed their license which must be completed by <br /> January 1979. <br /> Dick Wilson,the engineer for the PUD,said they had budgeted 1.8 million <br /> dollars for the year 1978. Ti total project could cost as much as <br /> $200,000,000. He went over the alternatives again and said alternative <br /> lA and 16 provided about the same amount of power and were almost the <br /> . same cost. Alternative 2 provides more power than the others. He said <br /> .• <br /> • <br /> . basically alternative 1 is a river method and alternative 2 is a diversion <br /> . method. All alternatives are very close economically. <br /> Mary Haglund,Utilities Director,said a committee composed of staff,ad- <br />. . ministration and council had met along wi.Jim Dow from the consulting <br /> •• engineers office of Gray and Osborne and Les Cooper who was city attorney <br /> at the time the contract had been prepared. This matter was discussed <br /> with the Everett City Cotmcil at their regular meeting of January 4th and <br /> at a special workshop on January 9th. <br /> The matter of primary concern to the CIty of Everett,and we believe to <br /> . the Snohomish Cotmty DUD,is to develop a project that will prove the <br /> most cost effective to the water and power users of Snohomish County. It <br /> is the City's position that the feasibility of tne combined development <br /> ' should be based upon the total costs of both power and water facilities. <br /> To further understand our position,it must be realized that,although <br /> . the City is presently studying the matter of filtration,the funding and <br /> ' construction schedule for installation has not been established and if <br />. • <br /> based upon present levels of water quality in the basin maY not OccUr fOr <br /> • <br /> . years. The raising of Culmback Dam and increased water storage capacity <br /> . in Spada Lake generates the following general concerns: <br /> 1) Water quality-Your report(Section 6,par 4)states 9the overall <br /> effect of the reservoirs...would be to result in general reduction of• <br /> turbidity and an improvement in water quality over existing conditions.. 1 <br /> 0.41'experience has been that the turbidity is caused by the clay which ' <br /> enters SPada LaXe during periods of heavy snowmelt and/or rainfall. : <br /> 1 • Some of the clay material will settle in the Lake,however,much of the <br /> clay will stay in suspension for a considerable time. Our operational <br /> PrOcelures have been te bYPass these waters until the Lake clears. With <br /> the valves fully open and with the existing capacity of Spada,it has 1 <br /> taken approximately 2 to 3 weeks of this.flushing action:to clear the : <br /> Lake.
