117 April 12,1978 The regular meeting of the Everett City Council was called to order at 7:00 p.m.,April 12,1978 in the Hearing..Room of the Snohomish County Courthouse,President Gipson presiding. Upon roll call it was found.that Mayor Moore and all Councilmen were in attendance except Councilman bangus who was excused, 11=2,2=1:War=';,X17:74TZ:14!"inter' • • Councilman Pope announced the Consultant Committee had met and chosen . Tippets,Abbctts,McCarty and Straiten as the Consulting Bnginees Merrill Ring Creek Bridge. He asked that the Council.authorize an agreement with this firm. Moved by Councilman Pope,seconded by Councilman Michelson that the administration be authorized to negotiate a contract with Tippets, Abbot.,McCarty and Stratten as Consulting Engineer for the Merrill Ring Creek Bridge Construction. Roll was called with all Councilmen voting yes except Councilhan Langus who waa excused. Motion Carried COUNCIL PRESIDENT'S LONG RANGE POLICY • President Gipson made the following statement: "In case didn't make myself clear a couple of weeks age,When as- signed Councilman Aldcroft responsibility for a basic policy workshop on transportation,I'd like to explain a little more. My intent is to instire that Council spends time on as many as possible • o*thu basic long-range Policy questions facing the City during 1978. By asaigning responsibility for preparation and scheduling of workshoPs in their area of special assignment and expertise to each Councilman, I am specifically asking them to consult and work with the appropriate department heads,with the cooperation of the administra.tion,to ac- complish our goal of policy-seiting for the community. I expect the Councilmernbers to provide statements of basic questions facing the City,along with the alternatives we have to chooee from, with the help of the department heads and any°,else who can contribute. I expect this background information package to be presented to Council for workshop discussion by a scheduled date to be set by the responsible • Councilman and myself. . I expect we will all have a lot of hard work to do,and/also expect we will be able to say at the end of the process that we have done the best we can with the facts as ore have them now to provide direction for the City. My second assignment is to Councilmen Overstreet and Michelson to pre- . pare workshops or.the question of our water supply and its future,startang with"do we really want to do thie forever,or wriuld some other agency be more appropriate,"
